Putting in your maximum bid right off the bat would have probably been more money than the local guy offered, so presumably, you would end up with the item. I've tried to play it several ways, and have come to the same conclusion as Cowman- When you see something you want, bid immediately, and put your max at what you would be willing to pay. Also, if its really a crucial item, get in touch with the seller, and simply tell them what you are willing to pay. Then, it's not an "auction" as such, you're just making an offer to buy, just like we all used to do before Ebay! Everybody seems to get all het up about this not being a "true" auction- seller is just trying to get the best price, and those who are griping are trying to get a bargain. If you really want an item, step up to the plate and buy it.
