OT not starting 1996 chevy tahoe

My buddy has a high mileage 1996 chevy tahoe with a 350. Recently is hasn't been starting well and today it wouldn't start at all. Being a gm product it was suspected to be the fuel pump, after all it was not buzzing like it should. Well we put a new pump in it tonight and it still won't start. We cannot hear the pump even try to work. A little further investigation shows that there is not juice to the pump. We have spark at the plugs and the engine cranks but no go without the gas. My question is what things have to work in order for the pump to turn on. What are some things we can check before it has to go to town for a checkup. thanks
