This is a shot in the dark, but if it's cable operated between the lever and the rockshaft valve itself, one end of the cable could have slipped out of its clamp or it could need adjustment due to cable stretching or wear at the attachment points of the cable.... I know the same happened on my 4010 before, the rockshaft end of the cable had slid about a half inch from where it was supposed to be and I couldn't get full lift from the 3ph until I put it back where it started and tightened it down.
