? about VR

Does the voltage regulator have to be bolted to a well grounded frame type tractor component? Mine is currently hanging just by the wires and it is not charging. I shorted the F terminal on the generator and that did not do any good. I did not have my glasses with me and I could not read the letters on the VR terminals. I have seen your posts about troubleshooting and will reread them and try shorting it properly when I start it next time.
