Ford 8000 pto problem

I bought a Ford 8000 a few years ago from someone who used it to bale hay. Until a few weeks ago I had never hooked anything up to the pto. When I did hook up a 10" flail mower, the mower would not turn and yes the mower works. The pto engauges when the lever is pulled as it should. They guy told me it worked when I bought it but I only checked to see if it turned and it did. Is my pto clutch bad? Do I need to split the tractor to fix it? Can these clutches go bad even though it has not been used in years? Could there be something simple that I am missing? Any advise would be helpful.
