That is a racing pidgeon. If you know someone who races pidgeons they can track the owner with that tag It is its ID and is the equivalent to a cattle ear tag. It is also the band they put into their timing clocks to check the speed of the bird. My father in law races pidgeons and has recorded speeds of up to 2100 yards per minute which is around 70 mph!
