The set screw with lock nut that locks that threaded pulley half in position, fit quite deep into one of 4 grooves on the pulley to lock it. You need to back that lock screw out a long way so the nipple end of the lock screw clears that deep grove it seats into. Best may be to remove the lock screw untill you get the belt tight,as then it can not jam up as it would if not loosned far enough,plus you can look down the screw hole to make sure it is centered over a lock groove before you install the lock screw. Bottom the screw snug in a lock groove, then tighten the locknut.
