diesel head gasket

After finding radiator coolant at the top surface of the assembled head on my 1969 Case580CK 188 diesel engine, I drained all coolant, untorqued the head in sequence, removed the rocker assy & cleaned everything & used black permatex on the tops of the studs, nuts & the bottom base of the rocker assy pedestal stands.It seemed as though it was leaking aroung the stud nuts & bottom pedestal surface of rocker assy. After retorquing the head I noticed coolant that squezed out form under the head gasket. Is the head gasket going to leak now? Am I supposed to use permatex to seal the nuts & rocker assy? Has this ever happened to anyone else? Any help is appriciated.
