slow 3ph

I have a Long tractor that has a 3ph problem I was hoping for advice on. When the tractor starts cold, the 3ph arms will not lift up at all. I lift the control and it does nothing. Eventually, after 10-15 minutes warming up, it starts to creep up. I can help it along by reving a bit. But not much. Then when its up, I can drop it and it will lift ok. I left up for an afternoon and it doesnt creep down. Its got a TDH reservoir, and I have TDH in it, and its to the right level. There is also a loader, but it works 100% from the start. The loader is plumbed right. Any ideas or is this life with a TDH tractor? It takes time?
