Howse 6' bush hog (washer holding bell to shaft)

There is some kind of washer with multiple teeth that slips around the shaft of my Howse 6' bush hog. The bell housing with the blades attached go onto that shaft and the nut/washer tightens it all down. The shaft has teeth cut into it on the end that fade smooth about an inch and a half up the shaft. I am missing the washer that fits on the shaft. The blades and the bell shaped disk slip around the shaft easily. The person I purchased the tractor from had tack welded the bell shaped disk to the mower shaft. That is a bad idea and I would like to fix it correctly. Where can I get one of these washers? Is there an alternative solution? Thanks, David Hawkins
