O/T- 1994 7.3L international- not a powerstroke?

My cousin has a 1994 F-350 dually dumper with 180,000 miles on it. It's got an automatic and the 7.3L diesel. He had the engine replaced with an IDENTICAL YEAR engine because the old engine broke the crank. Now the slight problem is that it doesn't seem to have the power like the old engine did. This engine does not smoke like the old one did. I am wondering if the old engine had the pump turned up which eventually broke its crankshaft right at the AT plate. We have no intention to get any more power out of the current engine except for putting in a higher gpm oil pump to compensate for the lower than normal oil pressure (this replacement has 80,000 miles on it). Also, our junkyard said that the 1994 model year is not drop-in interchangeable with other years because this 7.3L engine is NOT a powerstroke and there are a lot of things different. Can anyone confirm this?
