Definitely got the whole view now. It is rust seized from weather exposure due to being on top and holding moisture. The threads may be ruined by being erroded away. Due to the design it is hard for you to get any leverage using the slot and existing tools. Get a grade 5 bolt that is nearly the diameter of the cap you are trying to remove. With a grinder remove two half moon portions from the top of the bolt leaving a center section the length and width of the slot in the cap you are trying to remove. It is important that the sides of the center section are straight and NOT tapered. Get a scrap of bar stock 16 to 18 inches long and drill a hole the size of the modified bolt thru the bar stock on one end Put a nut on the modified bolt and pass the bolt thrugh the hole in the bar stock and then put another bolt on that side sandwiching the bar stock. Tighten the crap out of setup. If you have a welder, tack weld the nut bolt and bar stock together on the operators side. Try to tighten the tie rod cap first, the threads below the cap are probably still good. If it moves at all start going the other direction. Continue the in out process until you get it removed. Always clean out the debris and keep it liberally lubricated. If you have an impact wrench make a similar tool that you can use in it. Heat would help if you have a torch.
