I install water and sewer lines for a living.. The installer is supposed to keep you accessable to all your property as soon as they lay the pipe through.

I have driveways accessable with in minutes after laying the pipe across a drive or access.

Won't do you any good to call the contractor, unless it is the utility that is doing the work..

Call the utility dept, when they get open. Don't loose your cool, but be clear on what you expect...
