Happy99.exe is real; unfortunately I have had it myself! The "Good Times" hoax is probably what you are thinking of. It's a "meta-virus" (the hoax IS the virus - causes every well-intentioned newbie to send ten more warnings to all their friends). It can't possibly "burn out your CPU", cause nuclear war, or any of the other alarming things ascribed to it. The "AOL Just Posted This Warning" (sometimes Microsoft) seems to add credibility.
