I believe all he"ll need to do is buy an electric over hydraulic unit to put on the trailer and then, of course, add an electric trailer control to the inside of the vehicle. It"s going to be pretty expensive though. The electric over hydraulic unit for the trailer is $600 or more and probably another $100 for the vehicle trailer control.
