Cummins Diesel Fuel Cutoff Question

Can anyone explain about the fuel cutoff on an 855 Cummins diesel?? It's a common truck motor and we have one in the 895 Versatile. It's not getting fuel - not sure why. The fuel line is clean and flowing, new fuel filters, and the engine will start on ether but not run on diesel. The cutoff is a small heavy electromagnet with a single wire to it. We're getting 12 volts with the switch on. The electromagnet apparently pulls a small quarter-sized disc against a springy plate that cuts the diesel on and off. The magnet is throwing a field with juice - do they still "go bad" beyond that? Are they common to fail? The cutoff seems to be plumbed more to the side of the fuel return line instead of the feed line after the filters on the tank side. I don't really understand why it would be designed like that.
