If you had it running before it ran out of fuel the racks not stuck. Just needs to be bled at the filter house and at the injectors. They are that little fitting in behind the lines on the injectors on the old tractors like 30's-50's. The bleeder will look the same on the filter house might just as well change the filters now too. If this is a real old D-4 like the 30's it will be a brass screen just wash it out and put back inthere is a drain on the bottom remove the plug and wash housing out also careful not to over tighten and damage the screens.
