I think that Sid has the answer......

On the old Fords and Fergusons the PTO must turn
to lift the hydraulic. Probably they put the
gearbox in neutral in order to lift the rotovator
to avoid it to spin on a cement floor or to avoid it to dig in grass or in other storage places.

I never figured it.....my tractors are with live hydraulics.
