Not necessarily applicable to your tractor, but I often see 15 degrees in many manuals. A low profile tractor, wheels set wide and wheels weights would give you a lower center of gravity. Roll over protection would be a good measure of safety.

It scares me to see them mow along the Interstate.

As Ken says, if you bounce into a hole on the low side or a bump in the high the rules change real fast.
