To render a cylinder inoperative you will need to remove the hydraulic pressure that drives the cylinder. If I wanted to make a cylinder nonfunctional I would parallel a hose and a shutoff valve with the cylinder but I would do that in an area other than at the cylinder itself. By simply opening the valve the pressure would bypass the hydraulic cylinder and it would not function and whomever is attempting to operate the cylinder would think something is broken and if the valve and plumbing was not obvious I doubt if they would have the skill to trouble shoot the problem. When you want to use the machine you simply would close the valve.
