Ford 2000 Injector Pump Timing

The manuel says to line up the scribe marks in the observation window. They will not line up, I cannot turn the pump far enough. I have tried to move the drive gear back a tooth, but its to far the other way. The scribe mark on the cam is not in the center, its off to the left side, it was recently rebuilt. The tractor runs but not very good, I know it has other problems (wore out) but I feel like I need to make sure the timing is right before I tear the engine down. the reason he had the pump rebuilt was oil pan was getting deisel in it. The injector pump is a Roosa Master B9NN-9A543-A. Any ideas or help would be appreciated. I also bought the tractor for 1000, did I get hosed?
