Depends partly on how they stuck! If it froze up while running, it's probably a "tear-it-apart-however-you-can" job, that's gonna be big $$ in the end. If the engine's stuck from just sitting around, and hasn't been out in the weather, remove the plugs, pour in WD-40, or Marvel Oil, or ATF, or whatever, and let it set for a few days or weeks. Then try turning it. If it's been out in the rain, with water getting to the valves or into the crankcase, it'll take a lot longer for the solvent to do any good. These instances almost always require a tear-down. Don't get impatient, force things to move with hammers or large pry bars only as a last resort, and don't try to pull the tractor with another one to break it free. That method is more likely to break it than break it free!
