in short, yup. The torque convertor uses the tranny fluid that recirculates throughout the transmission. The front pump in the tranny is driven by it, and there are I beleive two internal parts either driven by or from it also, which is why you don't give a bunch of good ol boys a six pack and say put my tranny in... When they ram it home with the bolts they break the front pump... The reason the fluid stays in there when it is together is there are seals on the input shaft.
