Is the fence between you and him if so its half your problem also any fence between him and a neighbor. My friend had a problem like this last year his cows would get over to the neighbors and she would just complain about it. she cattle on her side lso but refused to help any with the common fence it was all his problem because her cows didn't get out that we know of.
