I'm not really familiar with the Allis... though I would have thought the Deere to be a bit more modern tractor with a big higher specs. Why does he want the Allis? That's the question that springs to my mind. How many hydraulic problems that he can't fix has he had with the Deere? It's not so uncommon to see those old Manheim Deere's around here with an internal leak (often high pressure) that some fellas don't want to spend the time or money to find and fix... They are a nightmare at the best of times. They're not obvious when the tractor is cold because the hydraulics generally work OK, but when the tractor does a couple hours work, the heat in the hydraulic system is such that you can't sit on the tractor. Dump oil at system pressure for a couple hours and you get a lot of heat.... Mabey I'm cynical about your honest neighbour, but I'd want to run that green thing hard for a couple hours before I made that trade.
