The first thing I'd do is pull the starter and TEST it. While it's off you can get a bar on the ring gear and see if you can turn the engine that way. If you can't I'd just pull it apart and do the job. If I needed the thing I wouldn't have the patience to screw with witches potions in the cylinders. If you've got time then you can try that stuff. To my way of thinking, if it's really stuck and you want a good dependable engine when you're done, you're taking it apart anyway.... May as well be now.
