I purchase the continuous panels that are 20' that slip together on the ends. They cost me $45 per 20 foot section at a sale. The top rail is reject 2 inch by 1/4 wall that I got locally, it cost around 15 cents per pound. The corners come locally from a welder, its from a salvage building, cost less than 20 bucks for 11 footers that are 5" by 5". For the most part I scrounged around for stuff.
