Question on how long to run a block warmer on a 25 degree day and any other diesel starting tricks

The subject says it all. I have a COMPLETELY overhauled Perkins 203 motor that has been starting and running great before it got cold this week. I put the block warmer on for 1 1/2 hours this morning (25 degrees F) and had a hard time starting so I had to use the devil's spray juice. The block warmer is the oil heater type, not the coolant circulator type. Grateful for any knowledge you guys could share, including any diesel starting tricks.
