We were applying for a federal educational grant a couple of years ago at the university and as part of that had to show that none of the buildings were in a "flood plain".
Since we average about 20 inches of rain per year out here and normally cactus is struggling to make it, I was shocked by that requirement, but come to find out, a swath of territory near the campus was on a "flood plain".
People have found mummified Indian remains out here. It is normally so dry - can"t even get an Army Corps of Engineers thousands-of-acres lake project to get over about 3 feet deep of water in it - but I guess we might have a flood one of these centuries...
My only point is - no one can predict a lot of this stuff... Some of that bureacratic BS sure cuts both ways...
