I have a '99 with the 24 valve. Had a problem last winter where it quit on me. What I had to do is first bleed the system at the fuel filter (make sure it is full). Then I went up to the injection pump and made sure the feed line was air free. Then I went to just one of the injection lines and opened it up at the injector and repeatedly turned engine over. For what seemed for hours, only bubbles came out, then all of a sudden it started catching. I tightened the injector and turned it over a while longer and it caught. I'm not sure if this is what a mechanic would advise but it did get mine going. Also, make sure if your lift pump is manual that the handle is in before you try cranking the engine over. Good luck.
