A good sized portion of New Orleans is situated as much as 20 FEET BELOW SEA LEVEL. Rebuilding in those areas should require that the buildings sit on top of 25 foot stilts.
In the same manner, building codes for brushfire prone canyons in California should mandate reinforced concrete (fireproof) built to stay up in a 9.0 ricter scale quake.
No Federal disaster money should go to either location either! The Feds are always ultra concerned about our safety. Let them just be consistant!
In truth, there is NO FUTURE for New Orleans any more than there was any future for Port Royal Jamaica in 1688 (An earthquake dropped the whole city into the Ocean in 1690). New Orleans IS slowly sinking into the mud, at a measurable rate every year. Likewise, sooner or later, the River IS going to relocate it's channel to the Atchafalaya and New Orleans will become an interesting historical footnote.
It is just a lost cause, and unfortunately it's the fond home for a considerable number of people!
