What you have is a closed center hyd. system. There is a high pres. leak in the system could be in the steering valve, brake valve diff. lock valve, selective control valve ,or the loader valve.A small internal leak in any one of these will keep the pump in stroke and put a load on the eng.If the loader valve has a power beyond plug in it the seal on the end of the plug could be blowen Or if the valve has a system relief valve in it the setting could be to low or the O rings that seal the relief in the valve housing are blowen.
