While it sounds as if your vacuum source is adequate, that car probably has, or had, a dual-diaphragm fuel pump. The extra diaphragm pumped vacuum to keep the wipers going when engine vacuum is low. If that diaphragm ruptures, the intake manifold will draw oil from the crankcase, the car will smoke worse than a mosquito fogger and consume a quart of oil about every 30 miles. Replacing the fuel pump is the cure.
