When the collection agency calls, find out exactly who they are: Name of the company, actual address and the name of the person you talk to. Then (and only then), explain that you are not the person they are looking for, and that they will be billed for any further calls to your number at a rate of, say, $100 per call. You can follow this up with a letter to the same effect. If the same company calls again send them a bill. If they persist, you can sue them in small claims court. (Although you'll have a very tough time collecting, to be sure. But chances are they'll stop calling after they get a bill or two.)
