Google around a little and you might be able to find a news article from the last day or two about a fellow being charged with shooting what he contends were feral cats living under a bridge at a border crossing down in Texas. He maintained they were killing endangered birds (piping plovers??) thereabouts. Problem is they lived under a bridge, and the border agents at the bridge were feeding the cats, so the charge stems from them not being feral and there are laws against shooting pets.
I've got no problem with humane disposal, including a well-placed shot if that's what it takes, of feral animals that present a problem. What you describe, though, is an entirely different matter, and I'd be raising holy old he11 and looking for some organized help.
