The heat involved in the welding help you a bunch. It is a test, I have done it many times when we were farming, but havent't had to do it for 10 years or so and in the meantime my eyesight has sure gone down hill. It would be a challenge for me now, but it does work, even if the bolt is broken flush.
It may would help to have someone hold the nut for you and get the rod right down in the center of the nut and try to get a good arc and good penetration at the very first, then like Jim says fill the nut up with weld, then let it cool some. Use a box end wrench so you can see what is happening, the work it back and forth real easy.
If you can see it move a little then hit it with some liquid wrench.
