They do have odd/even parking. Big problem the article barely mentioned is the lack of off street parking in Isthmus area, narrow streets, multiple residency converted housing-student area- and lack of smaller plows and manpower. Willmette, Illinios had a couple people contracted for sidewalk and alley, narrow street/driveway plowing that used old CJ3 and CJ5 jeeps with 4 foot and 4.5 foot plows, they could clean tight places pretty good. One guy had 20 of the old CJ3s and a dozen plows- Jeep breaks down just switch plow and fix jeep later, about end of April he would stop by the Jeep dealer- old Kaiser dealer- and give me parts list for needed repairs to get ready for next winter. New AMC/Jeep dealers didn't have old manuals or alternate suppliers so couldn't help him quick. Another snow clearing help was drunk drivers working off community service requirement, neigbor ended up being told to join sidewalk and drive cleaning crew a few times after second stop. RN
