Look in the truck papers and see what you can get cheap. I think you can probably go a lot newer than what's been mentioned for the money you're talking. I'm sure you could here. I've got a '96 IH Eagle that I've got about 15 grand into. It was a tractor that I pulled the 5th wheel plate and bunk off of and built up a box on it. You can probably get a decent 15' box and scope for a couple grand if you look around. A new wetline will run about a grand or a bit more probably. That's with air controls... DO GET AIR CONTROLS. The truck I got for 10 grand even and added the wetline and built the box with a new scope. I've probably got a bit mroe into it than 15... but I built my own custom deck and box. Truck was a good runner with a couple minor electrical problems that cost about 10 bucks to fix. Truck has an N14-435 Cummins, 13 speed and 40 # rears on air.
If the market is tighter where you're at you might have to go back in time more. Late 80's AeroMax's, S-Line IH's and Mack's all make good dumps. Find something with a setback front axle and super singles on the front if possible. Cummins Big Cams or 60 series Detroits are good engines. So are the old Cat's. I'm not sure that any of them are cheap to work on tho.... The trick is to find a good runner, and for what you're doing you're not apt to ever have trouble if you look after it. Personally I'd stay clear of the little trucks with the DT 466's and Brazilian Fords. Those are both excellent engines but they don't have near the life or the reserve in them to drive a tandem. One of them with 300 miles on it is about spent while one of the big blocks is probably good for a mil... The little ones will burn less fuel and will scale a fair bit more load if they're set up right.... and if you were trying to make a living with the truck that would be the way to go. However, for occassional use I'd get an old tractor and slap a box on it. Leave anything with a screaming Jimmy right where it's at. There's just no need to punish yourself like that.

Today's Featured Article - Earthmaster Project Progress Just a little update on my Earthmaster......it's back from the dead! I pulled the head, and soaked the stuck valves with mystery oil overnight, re-installed the head, and bingo, the compression returned. But alas, my carb foiled me again, it would fire a second then flood out. After numerous dead ends for a replacement carb, I went to work fixing mine.I soldered new floats on the float arm, they came from an old motorcycle carb, replaced the packing on the throttle shaft with o-rings, cut new ga
