Question about oil pump.

I've noticed that the hollow portion of the filter screen assembly has some sort of liquid in it. After I pulled the oil pump out of the tractor I let it soak in kerosene for a while before working on it and it almost sounds like that might be what got into it. However, I can't get any liquid to come back out of it. Should there be some sort of fluid in it or does it have a hole somewhere that allowed the liquid to get into it? If its messed up what would be the best way of fixing it, or do I need to replace it. Thanks in advance! Mark D.
