Howard has it right. Google uses a proprietary algorithm called "PageRank" to determine which sites it returns on a search. Basically, the more links there are to a site, the higher its rank. A lot of unscrupulous operators create "link farms" that are nothing but sites with links to each other.
You can frequently spot link farms in the search results. They'll usually have a bunch of unrelated phrases in the summary. You can also avoid them by being selective in the way you construct your search.
