That has the solenoid shift design. The "solenoid" is a swing arm armature that pulls in with the energizing of the field current and the lever pushes the "Bendix" drive gear into the flywheel gear. Two things can happen. The first is that arm may not be pulling in all the way and the gear may not be engaging the flywheel gear. This is not likely because the swing arm solenoid core has to move almost all the way before the contacts engage to begin the starter motor rotation. The second is that the "Bendix" gear is engaged in the flywheel but it is not turning with the starter motor shaft. Since the starter spins OK I would buy a new "Bendix" drive and put in in the starter motor that you have in order to repair it. They run about $16 at the most. The worst part is getting in there to R&R the starter.
