Dad bought a bucket truck with a 31' reach a couple years ago. Ford F-350 as a base, dually, heavy box, torsion bar underneath near rear axle. Altec telescoping insulated fiberglass boom. It has no outriggers, but it says the max load in the bucket is 300lbs. It will sway a little in the direction of the boom, but it's not too bad.
