If I understood discussions I've had over the years about this, the oil companies would require government-backed loans to protect their investment - from the GOVERNMENT. Regulatory hurdles and barriers not only COST, but are ever-changing as the battles for votes surges thru those hallowed halls. The odds are strongest that a refinery would be forced closed due to such bureaucratic "fluctuations". Keep in mind, on many of these issues, that if you look far enough; the issues requiring government intervention (bail-outs, "loans", "insurance", assurances, etc.)usually were caused by government intervention in the first place.
