You might want to research that statement a little better.
Some ISPs use dynamic IPs so the addresses change but others use a static IP and it often won`t change until the modem is down powered. Checking IPs is a legitimate method of weeding out scoundrels and even if they have a dynamic IP you can usually still find them in the same range. The ISPs can tell you exactly who had any specific IP at a given time.
