8n no-start

I am trying to help my neighbor get is tractor started. He says it quit while grading a driveway, and before it quit it was missing. He replaced the spark plugs, ignition wires, cap, rotor, points and condensor and still no-start. I have checked for spark and its good. When cranking it seems like it will almost start (like only one cylinder is firing)but it will not run. I checked compression and the readings are #1=75psi,#2=50 #3=50,#4=50. Is it time for a rebuild. I do not want to rebuild the engine and then it still does not start.
