If you apply the maxi's and clamp a vise grip to the actuator rod directly against the bottom of the can you can then release the band on the SERVICE chamber. The band closest the slack adjuster... The vise grip prevents the rod from traveling home when the chamber is removed. Get a piggy back chamber and a new diaphram and install that in place. It's the quickest way to get mobile if the base of the service chamber is good.... if not, replace the entire chamber. DO NOT under any circumstances cut the band off the maxi chamber. I don't believe it's removable anyway... you would need to cut it on a Bendix chamber. If you're really worried about it, cage the maxi spring with the cage bolt which is provided with every new chamber.
