The constitution gives the states the right to run elections how they see fit. On top of that, the primaries aren't even "real" elections, since each political party can pick and choose what they do with the results.
New Hampshire has a law that says they will move their primary election ahead if any other state tries to come ahead of them. This way, they've guaranteed that New Hampshire has an influence on the presidential elections that is way out of whack with the size and importance of this otherwise insignificant state. Iowa, well known to be the most boring state in the union, has similarly ensured that their caucus comes ahead of the rest of the primaries and caucuses.
