If you are doing drop ins...When you take out the old sashes, drill a bunch of holes through the window frame (where the new drop in will cover the holes) into the cavity behind and pump that space FULL of expanding foam. Then put in the new drop in and foam it in all the way around. That will stop a lot of air leaks that get blamed on the new window.
