Report them and see what happens. I know there are some stations around here that I just won't go to because of things like this. Also a couple of different stations here that have special prices taped to the pumps for "cash only" sales. They don't inspect the meters for accuracy nearly as often as most people think.
I've also heard an increase lately in the number of full-serve stations trying to short people and hoping they don't look at the pump before paying.
