Most of the newer fax machines are set up so they can automatically pick up a fax but will let the call go through to an answering machine if it's not a fax. What it does is to pick up on an incoming call while pretending to ring. If the fax machine detects the beep of an incoming call, it goes ahead and starts handshaking. Otherwise, it lets the call be picked up by the answering machine.
The short answer is that it makes no difference if you have no answering machine. But if you do have an answering machine it needs to be on the output jack of the fax machine. Otherwise the fax machine and answering machine will both pick up the call.
